6250 - REQUIRED ADM COUNTS FOR THE PURPOSE OF STATE FUNDING AND VERIFICATION OF RESIDENCY FOR MEMBERSHIP
The Superintendent assigns the duty and responsibility of compiling the ADM counts for each school building to the building principal. The Principal may enlist the assistance of other staff members in compiling the list of names of enrolled students, the unique student number assigned to each individual student, and the grade of each student.
The Principal will distribute a class list of students assigned to each classroom teacher for each class the teacher teaches. The classroom teacher will verify on the date the ADM count is to be taken that the class list contains only names of "eligible students" and that the student actually has been in attendance in the classroom. An "eligible student" is a student who is enrolled in the School Corporation on the day of the ADM count. The classroom teacher will return the class list with any additions or deletions of students that should be counted on that day as an "eligible student." The classroom teacher will sign the class list to verify the names are correct and the count is accurate and return the class list to the Principal.
The Principal will compile the classroom teachers' class lists into an unduplicated list of names of each student with the student's unique student number and grade level of each student in the school, creating the ADM list of students for that school building. The total of this list represents the ADM count for the school.
The building principal will review the school's ADM list of students to verify that each student is an "eligible student"; that is, the student actually is enrolled on the ADM count day. The building principal will also review the school attendance record to verify that each student on the list is actually in attendance on the ADM count day or has been in attendance but is absent on the ADM count day. Students absent on the day of the ADM count must be expected to attend school subsequent to the ADM count day to qualify as an "eligible student" to include in the ADM count. The building principal must sign and date the school ADM list, certifying that each student name on the list is an "eligible student." This list must be submitted to the person in the Corporation assigned the duty and responsibility of compiling the Corporation ADM count. The building principal also must retain the supporting documentation of the ADM enrollment count, the returned signed class lists, and the attendance information for audit purposes to substantiate the ADM claimed for the school building.
Each high school principal in the School Corporation will be responsible to prepare a count of students enrolled in the first semester and were counted in the fall ADM count and who:
- successfully completed graduation requirements to earn a diploma before the Spring ADM count; and
- were not enrolled on the day in February fixed by the State Board of Education for the spring ADM count.
This count shall be reported to the Indiana Department of Education (IDOE) along with other information the IDOE may request that is necessary to verify the number reported.
The Superintendent assigns the duty and responsibility of compiling and verifying the Corporation ADM count to the Business Manager. Using each school's ADM list of students submitted by the building principals, the Director of Finance shall develop an unduplicated count of "eligible students." This unduplicated count of "eligible students" shall be the Corporation's ADM count. The Director of Finance will sign and date the Corporation's ADM count verifying the accuracy and truth of the count. The Corporation's ADM count and the supporting documentation of each individual school building's ADM list shall be reviewed by the Superintendent. The Superintendent must sign and date the Corporation's ADM count to verify the accuracy and truth of the count. The Director of Finance shall be responsible for submitting the ADM count to the IDOE in a timely manner. The Director of Fiance will follow the IDOE Membership Layout Instructions.
All staff members participating in the development of the ADM count are expected to be ethical in counting only those students who meet the definition of "eligible student" in the ADM count. Any staff member who fails to follow Board Policy 6250 Required ADM Counts for the Purpose of State Funding and Verification of Residency for Membership and this administrative guideline while participating in the ADM count procedures shall be subject to disciplinary action, up to and including termination.
