USE OF SECLUSION AND RESTRAINT WITH STUDENTS

5630.01 - USE OF SECLUSION AND RESTRAINT WITH STUDENTS

Board Policy 5630.01 sets forth the School Corporation’s plan for the use of seclusion and restraint with students. These administrative guidelines detail the responsibilities for implementing Board Policy 5630.01 and the Corporation’s seclusion and restraint plan.

Implementation of PBIS and Staff Training:

The Superintendent directs that:

  1. Except in the case of an emergency, only individuals who have been trained in crisis prevention and intervention may initiate the use of seclusion or restraint with students.

  2. The Director of Human Resources or Director of Special Education is responsible for providing all staff members with basic training about conflict de-escalation procedures, the dangers of seclusion and restraint, and procedures for contacting fully trained and certified staff when behavioral crises occur. This training must occur at least annually and will be provided upon hire to staff hired mid-school year.

  3. The Director of Human Resources or Director of Special Education is responsible for determining a specific curriculum and method of providing training related to seclusion and restraint.

  4. Each building principal is responsible for selecting a core group of appropriate personnel to be trained in each building in crisis intervention techniques, which will include the use of seclusion and restraint procedures. This group shall be known as the building crisis intervention team.

Appointment of Coordinator and Committee:

The Superintendent appoints the Director of Special Education as the Coordinator of data, planning and oversight of the use of seclusion or restraint procedures in the Corporation. The coordinator must maintain records of the use of seclusion or restraint in the Corporation and serve as chair of the committee referenced below or, if a standing committee is used, as co-chair along with the chair of the standing committee.

The Superintendent directs that the following committee is charged with conducting an annual review of all individual and program- wide data associated with this policy: a standing committee, which shall be the Crisis Intervention committee, which shall include the aforementioned Coordinator, who will serve as co-chair along with the chair of the standing committee.

Following the annual review of data, the Superintendent directs the committee to identify any issues or practices that require further attention and provide written recommendations to the Superintendent for changes in Corporation policies or practices. This may include recommendations for changes to the Corporation’s training program.

Documentation of Seclusion and Restraint:

The Superintendent directs the building principal (or designee) to:

  1. assign a member of the building crisis intervention team who responded to the incident to complete a Seclusion and Restraint Incident Report form and to provide copies of the completed form to the Coordinator referenced above, the parent of the student involved, and the student’s file.

  2. monitor the building areas used for seclusion to ensure the seclusion environment meets the criteria listed in Board Policy 5630.01.
