3220 - EVALUATION OF SUBSTITUTE TEACHERS
Evaluations of substitute teachers shall, when applicable, comply with provisions of a negotiated, collectively-bargained, agreement. In addition to whatever procedures in the negotiated agreement may be relevant, the following guidelines are applicable for evaluating substitute teacher performance:
Basis for the Evaluation
Each substitute teacher shall be evaluated at least once every year.
The evaluation is to be based on the teacher's proficiency in each of the categories described in AG 3221 - Professional Standards for Substitute Teachers. Those who receive a less than satisfactory evaluation shall be provided a Professional Development Plan (PDP) based on the professional standards described in AG 3221. Failure by the principal to provide such an evaluation will result in the teacher's performance being considered satisfactory for that period.
The Evaluation Process
The principal is to use assessment procedures that will assure:
a fair, honest, and efficient means for collecting data on teacher performance of the instructional tasks;
data on teacher performance is accurate, complete, relevant, and as unbiased as possible;
a clear and accurate indication of which instructional tasks are being performed at or above standards and which fall below expectations.
