3120.07 - EMPLOYMENT OF CASUAL RESOURCE PERSONNEL

Specialists from industry, business, agriculture, education or health occupation fields may be employed in a consulting capacity to assist with program planning, in-services, training or directly in the instructional program. Professional staff members employed by the School Corporation may be used as casual resource personnel, outside of their regular assignment, at the discretion of the Superintendent.

When preparing the annual school corporation budget, consideration shall be given to an appropriation to employ casual resource personnel during the budgeted period.  The Superintendent will seek input from principals for any anticipated need for consultants in various program and operational areas.  All requests submitted to the Superintendent shall contain a statement of the purpose, service or function the consultant would fulfill with an estimated cost of contracting with the consultant.

The Superintendent shall have the final authority in determining from among the submitted requests which requests will be funded in the final appropriation.  When developing the recommendation for an appropriation, the Superintendent shall give consideration to the unforeseen circumstances which may arise that could bring an additional expense to the school corporation for the use of casual resource personnel.

Each consultant to be considered for employment as a casual resource personnel must submit a resume along with references.  Each resume must be reviewed by the administrator placed in charge of the employment search.  At least three (3) references must be contacted by phone before a recommendation of the individual to be employed is submitted to the Superintendent for final approval.

Each individual hired as consultant/casual resource personnel, who will have direct on-going contact with students, shall comply with the conditions of Policy 3121 –Personal Background Checks, References, and Mandatory Reporting of Convictions and Substantiated Child Abuse and Arrests.

Further, each individual hired as consultant/casual resource personnel who will have access to the personally identifiable information ("PII") of students shall comply with all Federal and State laws and regulations governing the confidentiality of student PII.

No casual resource personnel or consultant may be employed without the approval of the Superintendent.
