PROCESS FOR EVALUATING THE SUPERINTENDENT

1242 - PROCESS FOR EVALUATING THE SUPERINTENDENT

The Board of Education will utilize the following process for completing the year-end evaluation of the Superintendent.

Planning

At the beginning of the year in which the evaluation is to occur, the Board and Superintendent convene a meeting in public and agree upon the following items:

  1. Evaluation instrument

  2. Evaluation timeline and key dates

  3. Performance goals (if necessary beyond performance indicators outlined in rubric, district-wide improvement goals and student growth model)

  4. Appropriate benchmarks and checkpoints (formal and informal) throughout year

  5. Artifacts to be used to evidence Superintendent performance

  6. Process for compiling the year-end evaluation

  7. Process and individual(s) responsible for conducting the evaluation conference with the Superintendent

  8. Process and individual(s) responsible for establishing a performance improvement plan for the Superintendent, if needed

  9. Process and individual(s) responsible for sharing the evaluation results with the community

Checkpoints

The Board and Superintendent meet at key points in the evaluation year as follows:

  1. Three (3) months in - informal update: Superintendent provides written update to the Board. Board President shares with the Superintendent any specific concerns/questions from the Board.

  2. Six (6) months in - Formal update: Superintendent provides update on progress along with available evidence prior to convening a meeting in public. Board President collects questions from the Board and provides to Superintendent prior to meeting. Board and Superintendent discuss progress and make adjustments to course or goals, if needed.

  3. Nine (9) months in - informal update: Superintendent provides written update to the Board. Board President shares with the Superintendent any specific concerns/questions from the Board.

  4. 11-12 months in - Formal evaluation: Superintendent conducts self- evaluation; presents portfolio with evidence to the Board (made available prior to meeting). Board members review portfolio prior to evaluation meeting; seek clarification as needed. Board President (or consultant) facilitates evaluation. Formal evaluation is adopted by the Board.

The Board will adhere to the following process when conducting the formal evaluation and conference:

  1. Prior to formal evaluation meeting:

    1. Superintendent prepares self-evaluation, compiles evidence and provides to the Board.

    2. Board members seek clarity as needed regarding self-evaluation or evidence provided.

    3. Board members receive blank evaluation instrument and make individual notes about their observations. Once the results are compiled, these notes are destroyed by the Board President and Superintendent.

  2. During formal evaluation meeting:

    1. Superintendent presents self-evaluation and evidence. Superintendent remains present throughout the meeting.

    2. Board President (or consultant) reviews with the Board Superintendent's self-evaluation and evidence provided for each domain and facilitates conversation about performance.

    3. Score is assigned for each performance indicator via consensus of the Board.

    4. Upon completion of all performance indicators within all domains, calculation is made of overall professional practice score.

    5. The Board reviews evidence provided related to progress toward district-wide goals.

    6. Score is assigned for progress toward district-wide goals via consensus of the Board.

    7. The Board reviews evidence provided related to District's student growth model.

    8. Score is assigned for student growth via consensus of the Board.

    9. Overall evaluation score is calculated based on professional practice, progress toward district-wide improvement goals and student growth ratings.

    10. Trends identified by the Board during the evaluation are noted in comments.

    11. The Board President calls for vote to adopt completed year-end evaluation for the Superintendent.

    12. The Superintendent notes his/her comments on evaluation (if needed).

    13. The Board President and Superintendent sign completed evaluation form.

The Board may go into closed session for certain aspects of the Superintendent's evaluation but ONLY at the request of the Superintendent. A Superintendent who has requested a closed session may rescind the request at any time.

The Board and the Superintendent will jointly develop student growth goals as well as district-wide goals to be used during the formal evaluation process.

When establishing performance goals, the Board will utilize the following guidelines:

  1. involve all Board members and the Superintendent

  2. decide on desired results

  3. develop performance indicators

  4. identify supporting documentation (evidence)

  5. Review and approve final performance goals, indicators and evidence

  6. monitor progress at scheduled checkpoints

The Board will utilize evidence to evaluate the Superintendent. Artifacts to serve as evidence of Superintendent performance should be identified at the beginning of the evaluation cycle and mutually agreed upon by the Board and the Superintendent. Artifacts should be limited to only what is needed to inform scoring Superintendent performance. The Board and Superintendent will establish when artifacts are to be provided, i.e., as they originate, at designated checkpoints, and/or during self-evaluation.
