3220.02 - PROFESSIONAL STAFF EVALUATION

The Board of Education recognizes the importance of implementing a program of professional staff evaluation for the following purposes:

  1. to improve the quality of classroom instruction;

  2. to assist the teacher in improving his/her performance;

  3. to aid the teacher in attacking other areas of professional concern;

  4. to provide the teacher with an evaluation of his/her work by the building administrator;

  5. to gain information relative to recommendations for contact status and potential promotion.

The formal program of professional staff evaluation will be accomplished through personal classroom observation followed by a written evaluation. A minimum of thirty (30) consecutive minutes will be allotted for each classroom evaluation except in those instances where the planned presentation of the teacher is for a period of less than thirty (30) minutes or when by mutual agreement of the teacher and the evaluator a period of less than thirty (30) minutes is agreed upon.

Formal evaluation will be carried out with the full knowledge and awareness of the teacher involved. However, prior notification is not a prerequisite. A conference following each formal evaluation will be held within two (2) weeks of the observation when both teacher and administrator will sign the written evaluation forms with copies to: 1) the teacher; 2) the building administrator; 3) the Superintendent of Schools.

The formal evaluation procedure will utilize Form A. Form B will be utilized in conjunction with Form A upon request by either the teacher or the administrator.

Frequency of Evaluation

Building administrators will determine the number and frequency of evaluation visits each school year. Teachers may request additional evaluations. At least the following number of evaluations shall be made:

  1. Beginning teachers or probationary teachers

    1 by end of October

    1 more by end of January

    1 more prior to April 1st

    3 total minimum for year

    Any beginning teacher or probationary teacher who has not improved by the second evaluation shall receive an additional evaluation from the Superintendent.

  2. Teachers eligible for continuing contract or with limited contracts that are up for renewal

    1 by end of January

    1 more prior to April 1st

    2 total minimum for year

    Any teacher who is in danger of not being recommended for continuing contract or renewal of their limited contract, shall receive an evaluation from the Superintendent.

  3. Other limited contract teachers

    1 evaluation prior to April 1st

  4. Teachers on continuing contract

    1 evaluation prior to April 1st

Signatures on Evaluations

All written evaluations shall be signed by both the administrator conducting the evaluation and the teacher to indicate that the teacher has read the evaluation.

Types of Classroom Evaluations

In addition to personal observations in the classroom, the administrator and teacher may elect to use specific types of evaluation tools such as video tape.

Right to Dissent

The teacher will have the right to attach a written dissent to an evaluation, with which s/he does not agree, to be placed in the teacher’s personnel file along with the evaluation form. All criticisms of the evaluation by the teacher will be supported with specific written comments pertaining to direct observations by the observer.

Contract Recommendation

The Superintendent’s recommendation to the Board for reemployment or nonreemployment of a teacher will be based upon the written documentation of the teacher’s performance in his/her assigned duties.
