1400.03 - JOB DESCRIPTION - SUPERINTENDENT

RESPONSIBILITY:

The Superintendent is directly responsible to the Board of Education.

QUALIFICATIONS:

Minimum Qualifications

  1. Superintendency certification by Ohio Department of Education.

  2. Excellent interpersonal communication skills, both oral and written.

  3. Reliability.

  4. BCI Clearance.

GENERAL DESCRIPTION:

The Superintendent serves as chief administrative official for the School District and as the chief educational adviser and instructional leader for the School District.

ESSENTIAL FUNCTIONS:

  1. Serves as chief executive officer to the Board.

  2. Recommends for Board consideration policies on organization, finance, instruction, school plant, and other functions of the school program.

  3. Administers the school program in conformity with policies adopted by the Board and provisions of law.

  4. Suspends from duty, subject to confirmation of the Board, any employee of the Board in accordance with R.C. 3313.20, 3319.081 - 124.34.

  5. Serves as purchasing agent for all textbooks, workbooks, supplies, materials, in accordance with Board appropriations.

  6. Conducts a continuous study of the development and needs of the School District, and keeps the public informed thereof.

  7. Supervises the preparation of the annual budget and appropriation resolution and presents them to the Board with recommendation for adoption.

  8. Makes emergency decisions under authorization of the Board.

  9. Recommends election of all teaching personnel.

  10. Recommends the employment and assignment of all personnel.

  11. Attends all meetings of the Board, except when his/her contract is being considered, and participates in all deliberations of the Board when such deliberations do not involve his/her employment.

  12. Serves as an ex-officio member of all committees named by the Board.

  13. Prepares salary schedules for certificated and noncertificated employees in accordance with negotiated agreements.

  14. Serves as Board negotiator/negotiating team member in contract talks with employee bargaining units.

  15. Prepares all reports and maintains such records as are required by law, regulation, or request of the Board.

  16. Prepares an agenda and sees that Board members receive it for their study prior to the regular meeting.

  17. Keeps a current personnel file on all employees.

  18. Prepares reports as required by State mandate or program requirements.

  19. Supervises the District administrative team and the ongoing professional development of District administrators.

  20. Oversees the preparation, administration, and evaluation of all State and Federal projects.

  21. Prepares an annual report and oversees annual planning and goal-setting for the District.

  22. Supervises personnel functions of the District and central administrative office.

  23. Serves as a liaison with other school districts in the county and region, with the joint vocational school, and with area service agencies.

  24. Maintains regular communications with the Board, with school staff, and with the community.

  25. Performs such other duties as directed by law or assigned by the Board.

KNOWLEDGE, SKILLS, AND ABILITIES:

  1. Familiarity with computer systems of management, EMIS, and personal computer systems.

  2. Knowledge of school administration and school finance.

  3. Demonstrated record of successful school leadership.

  4. Knowledge of curriculum and instruction, as well as trends in education.

EQUIPMENT OPERATED:

  1. Mainframe computer system, personal computers, peripheral computer equipment.

  2. Communications equipment (i.e., phones).

  3. Security equipment.

ADDITIONAL WORKING CONDITIONS:

  1. Occasional exposure to high noise levels.

  2. Occasional exposure to unruly persons.

  3. Occasional exposure to body fluids and tissues.

  4. Occasional exposure to hazardous weather conditions.

TERMS OF EMPLOYMENT: In accordance with contract.
