1400.02 - JOB DESCRIPTION - TREASURER
RESPONSIBILITY:
The Treasurer is directly responsible to the Board of Education, but assists the Superintendent in such ways as s/he may direct.
QUALIFICATIONS:
Minimum Qualifications
Certification or eligibility for certification as a School District Treasurer by Ohio Department of Education.
Excellent interpersonal communication skills and personal reliability.
BCI clearance.
Other Desirable Qualifications
Previous experience as a Treasurer, auditor, or clerk in an office utilizing governmental funds.
Previous experience as an assistant treasurer in a School District.
GENERAL DESCRIPTION:
The Treasurer functions as the chief financial officer for the School District, and as the clerk of the Board.
ESSENTIAL FUNCTIONS:
Shall execute a bond in an amount and with surety to be approved by the Board and made payable to the State of Ohio.
Serves as clerk/recorder for the Board.
Coordinates District finance with county auditor and county treasurer.
Projects revenues available to the School District, and expenditures likely for school operations.
Works cooperatively with the Superintendent in the preparation of the annual budget, annual appropriations, spending plan for the School District, and Board meeting agendas.
Oversees the preparation of payroll and personnel data.
Oversees all purchasing functions.
Works in conjunction with financial institutions to manage District accounts.
Manages District investment program.
Directs and manages all District accounting programs and systems as prescribed by the auditor of State.
Coordinates data processing services for financial accounting.
Provides the necessary certification as required by R.C. 5705.46 and R.C. 5705.412 as they relate to available funds.
Provides necessary certification of all other necessary documents for the Board.
Provides monthly report of accounts and funds to the Superintendent and Board.
Records official proceedings of all Board meetings in the minute book.
Advises the Board and Superintendent in matters of election and bond referendum.
Works with District’s legal adviser when necessary.
Maintains a system of control for inventories of equipment.
Serves as a consultant for personnel negotiations.
Signs all checks.
Maintains correspondence relevant to District finances.
Oversees pay-ins and deposits.
Works with principals, activity advisers, and other District personnel in the management of budget, expenditures, and account monitoring.
Performs such other duties as directed by law or assigned by the Board.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of governmental funds and Uniform School Accounting System.
Computer skills.
Ability to be bonded as a money handler.
EQUIPMENT OPERATED:
Mainframe and IBM-compatible personal computers.
Printers and related computer peripherals.
ADDITIONAL WORKING CONDITIONS:
Exposure to printer noise.
