7510 - USE OF DISTRICT FACILITIES
The School Board recognizes that the citizens have a large capital investment in the buildings and grounds of the School District. The Pardeeville Area School Board, under the prescribed conditions and as allowable by law, encourages the public use of school facilities to support the educational, recreational, civic and social development of the community and its students. The right to authorize the use of school facilities shall be retained by the Board under the District Administrator's direction through the designated building principals and activities director. Use of school buildings and facilities may be allowed as stated in Wisconsin Statutes 120.12(1) and 120.13(17) and Board policy.
The District Administrator or designee may choose to refer a request to the Board if such a request is: 1) for special use not covered by this policy; and 2) an exception to all or any part of this policy.
The use of school facilities involves certain costs which the Board feels cannot be paid out of School District funds. In keeping with sound financial policies and with fairness to the School District, rental and custodial fees, and other service charges, are made to the various organizations desiring to use District facilities. The rental fees and service charges shall be determined by the type of organizations requesting facilities and the purpose for which the facilities are to be used. The building principal will determine the priority.

Events sponsored by local non-profit organizations
Events sponsored by commercial users, etc.
Individuals representing themselves or organizations will be required to sign a contract for the use of the facilities and any requested District-owned equipment. The individual signing the contract and/or the organization represented will be responsible for any costs connected with the activity including, but not limited to, clean up, repair and/or replacement of any School District-owned property lost or damaged, in connection with the activity.
Rent and Fees Charged
Rent and fees will be charged according to the following classifications. All rent, deposit and fees will be paid to the District office prior to use.
Classification I
School sponsored groups - any organized group or organization directly connected with the Pardeeville Area Schools (student council, school athletic teams, FFA, Plays, open gym for high school students enrolled in the School District, etc.) must have a designated faculty member or designated school employee approved by the building principal to supervise. No fees required.
Classification II
School Community and Community non-profit groups are defined such as but not limited to Music Boosters, PTO, 4-H, Scouts, Lake Management District, FFA Alumni, Church groups, Youth clubs, etc. primarily comprised of District residents providing civic, athletic, educational or cultural activities. The building principal or the Activities Director must approve the individual(s) designated to supervise. Fees may be charged on the basis of services rendered. If a security alarm or fire alarm is activated and the District receives a financial statement from the police department or fire department, the cost will be billed to the user.
Classification III
Any private, non-district and/or profit-making group including adult open gym whose interests are limited primarily to the membership or for profit; e.g., for-profit businesses and vendors. Rent and services will be charged. If a security alarm or fire alarm is activated and the District receives a financial statement from the police department or fire department, the cost will be billed to the user.
GENERAL RULES
Meetings shall not be held which violate any local, State or Federal law.
The applicant shall submit, in writing, a plan of supervision which shall be approved by the building principal or the Activities Director.
All groups shall have at least one (1) school approved adult supervisor per facility who shall be present at all times at that facility.
Proper supervision MUST be maintained at all times, before the activity, during the activity and after the activity. Proper supervision of individuals and activities is the sole responsibility of the organization, group and/or individual scheduling facility use.
The group supervisor must be the first person in the building and the last one to leave. The supervisor is expected to arrive at least fifteen (15) minutes prior to the arrival of the other members of the group.
Users are to restore all facilities to their original condition and are responsible for repairing any damage to property or equipment. Such repair/restoration must be taken care of before any future use will be granted. Vacuum cleaners may be used but other powered cleaning equipment such as the floor scrubbers, buffers, and extractors may only be used by District custodial or kitchen personnel trained in their operation.
No use of tobacco products or alcoholic products is allowed in buildings or on any School District property. No food or beverages are allowed in the gym or classroom without prior approval of the building principal or Activities Director.
Wednesday night use of District facilities will not be available for K-12 student participation.
The District does not assume responsibility for property left on the premises by user or participants.
The District does not assume liability for injury that may occur to persons while using school facilities.
All participants will confine themselves to the area of the given activity. No door to the building may be propped open at any time. Group members shall be admitted by those in charge or a designee.
All persons must vacate the facility by the agreed time stated on the building use permit. Person responsible will be the last one to vacate the building.
Any theft or misuse of facilities may result in immediate termination of facility usage.
The District reserves the right to require a deposit before any facility use contract is approved.
When kitchen facilities and equipment are used for preparation in the school, food service personnel must be present and the user will pay the rate set by the School District for personnel time required.
The School District and user agree not to discriminate against anyone because of age, race, religion, sex, color, handicap, physical condition, developmental disability or national origin.
The District reserves the right to issue building keys/cards to individuals representing themselves or an organization. Keys/cards will be issued for a specific amount of time, which will be noted on the signed contract. Keys/cards must be returned within two (2) school days once the approved activity has ended or future use will not be approved.
A monthly report of group activities and/or concerns will be presented by the Activities Director to the principal and District Administrator.
In the event school is cancelled for any reason, no events will occur in the building. On non-scheduled school days or weekends that involve inclement weather, the facilities will not have snow or ice removed.
