2370.02 - ON-LINE EDUCATION

The purpose of this policy is to provide guidance for the implementation and monitoring of an on-line education program as part of the full continuum of educational services offered students in the Manitowoc Public School District.

On-line Instruction

The Manitowoc Public School District recognizes on-line education as one in an array of options to meet the educational needs of students. On-line education, as a supplement to face-to-face learning, may enhance or expand course offerings, or serve as an alternative method of delivery for unique learning needs.

Students may enroll in on-line education courses approved by the District, subject to the enrollment criteria specified in this policy. On- line courses will be reviewed to ensure quality including alignment with National, State, or local academic standards; and delivery by qualified instructors.

Student Enrollment

Manitowoc Public School District students may apply to enroll in on-line education courses approved by the District. Applications are subject to approval by the building principal and Superintendent of Schools or his/her designee, and must be approved prior to enrollment in order to receive credit. Applicants will be considered if there is evidence that the student will be successful in the on-line environment and any of the following circumstances apply:

  1. The course is not offered by the Manitowoc Public School District.

  2. The course will serve as a supplement to extended homebound instruction.

  3. The student requires accelerated study or is credit deficient.

  4. The student is unable to take a course due to an unresolvable scheduling conflict.

  5. The student requires education at a neutral site.

  6. Other extenuating circumstances.

In accordance with State law, private and home schooled students in grades 9-12 may take up to two (2) District courses per semester and still maintain their private school or home schooled status. Either or both of these courses may be approved courses offered on- line. The same enrollment criteria stated for Manitowoc Public School District students will be considered for private and home schooled students, taking into consideration their unique learning needs.

Grades/Credit/Diploma

Upon receipt of an official transcript from the institution providing on-line instruction, credit for approved on-line coursework will be added to a Manitowoc Public School District student’s transcript. Coursework will count toward the student’s grade point average.

Accessibility

The Manitowoc Public School District will comply with State Statute 118.13 to ensure equal educational opportunities with regard to on-line education. Manitowoc Public Schools may provide in-District computer use and Internet accessibility at designated locations and times for students enrolled in on-line courses. All stipulations of the Manitowoc Public School District Internet Acceptable Use Agreement will apply. Students who participate in on-line coursework from home are responsible for their own hardware, software, and Internet access.
