8452 - AUTOMATED EXTERNAL DEFIBRILLATORS (AED)

The Board has determined that it may enhance school safety to have an automated external defibrillator (AED) placed in building(s) within the School District.

An AED is a heart monitor and defibrillator that:

  1. is capable of recognizing the presence or absence of ventricular fibrillation or rapid ventricular tachycardia and determining without intervention by an operator, whether defibrillation should be performed;

  2. charges and, at the command of the operator, delivers an electrical impulse to an individual’s heart.

In accordance with Wisconsin Statute 118.076(3)(b), students in grades seven (7) to twelve (12) will be provided instruction about automated external defibrillators (see Policy 2413 - Health Education).

An AED will be maintained on the premises of Mauston High School and Olson Middle School, Grayside Elementary, West Side Elementary, and Lyndon Station Elementary.

The AED shall be used in emergency situations warranting its use.

The AEDs shall be located as follows:

The type of device, intended use area, plan for maintenance and testing and location of the device on the premises shall be confirmed annually in January of each year, in writing, to Mauston Area Ambulance Association, PO Box 52, Mauston, WI 53948, and to the district’sMedical Director.

Maintenance and testing is conducted as required by the manufacturer. Documentation of the maintenance and testing is maintained at the storage site for a period of one year. Documentation shall record the date and type of maintenance/testing, and the signature of the person performing the maintenance/testing. Use Operator’s Checklist (see page 4-2 and 4-4 in Phillips Heartstart owner’s manual, or page 21 in the Zoll Administrator’s Guide); the school nurse checks box monthly.

Use of AED

  1. Determine unresponsiveness of victim and activate Emergency Response Plan.
     
    1. If a victim is unresponsive, call 911 and get the AED.
    2. Initiate CPR, per American Heart Association standards, if required, while the AED is brought to the victim’s side.
    3. The public address system (when available) will be used to activate responders and indicate location of victim.
    4. Designate an individual to wait at facility entry to direct the EMS to victim’s location. If alone, leave entrance door ajar.
    5. Designate a person to relocate students/ public away from scene.
  2. Prepare to use AED
     
    1. Assess scene safety VICTIM MAY HAVE TO BE MOVED
    2. AED MAY NOT BE USED ON VICTIM:
       
      1. who is in contact with water
      2. who is on a conductive surface (i.e. bleachers, metal surfaces)
      3. who is younger than one year old
      4. where flammable materials (gas, free following oxygen) are present
    3. ALSO REMEMBER THE FOLLOWING:
       
      1. remove any patches on chest before attaching pads
      2. PEDS pads should be used for children 1-8 year-olds
  3. Defibrillation
     
    1. Place AED near head of victim, close to AED operator
    2. Turn on AED
    3. Bare and prepare chest (cut or tear away clothing, if excessive chest hair, shave or snip; dry chest if wet). Supplies are kept in the cabinet with the AED - i.e. scissors, paper towels, shaver, gloves, CPR shield
    4. Follow AED's verbal and visual prompts
    5. Apply electrodes (pads) following drawing on pads. Adult pads for victims over 8-years-old. Use PEDS pads for victims 1-8 years-old, if available.
    6. Stop CPR while the device analyzes the heart rhythm
    7. Follow the machine prompts for further action. If a shock is indicated, be sure all rescuers are "clear" before shock is administered.

Early Advance Life Support

  1. Have a person wait for EMS providers at the designated entry of the building and help guide them through the building and security doors to the victim.
  2. Upon arrival, EMS shall take charge of the victim.
  3. Responders working on the victim should communicate any important information to the EMS providers, such as:
     
    1. Victim's name (If a student, have a copy of emergency card)
    2. Any known medical problems, allergies, medical history
    3. Time the victim was found
    4. Initial and current condition of the victim
    5. Note time AED shock was given
    6. Help EMS personnel as requested

After use of AED

  1. A Critical Incident Debriefing session will be held as soon as can be scheduled for all initial responders. Contact the School Nurse, Medical Director, Superintendent, and Building Principal.
  2. The AED will be checked and put back in readiness state.
  3. Restock AED per AED inventory
  4. Clean AED if needed according to manufacturer recommendations
  5. Document readiness

AED Inventory

  1. Readiness status will be assured by routine checks.
  2. Readiness status will be assured following any AED use.
