6151 - RETURNED/OUTSTANDING-STALE CHECKS

When the District receives a check from a student or parent that, when deposited, is returned marked "insufficient funds", the District Administrator shall provide an opportunity for the payer to make proper payment or to arrange for a satisfactory payment schedule. If payment is not received after two (2) deposit attempts, the payment schedule is not adhered to, or the monies do not appear to be collectable, the Board authorizes the District Administrator to remove the fee or charge from the District's Accounts Receivable and to take appropriate action against the student and/or the parents. The parent or student may be charged any cost charged by the District's banking institution for a returned check.

  1. Anyone writing a check to the School District of Jefferson which is returned, must pay the service charge assessed to the District by the bank, plus an additional $15 to cover bookkeeping costs. The bookkeeping charge may be waived by the Director of Business Services if the error was caused by a financial institution and the appropriate documentation is submitted.
  2. After the second non-sufficient fund check has been received, the District may require cash payment for the remainder of the school year.
  3. Names of repeat offenders will be placed on a confidential list to be distributed to the appropriate school buildings with instructions to accept no further checks from those named.
  4. TheDistrict will not accept any post-dated checks.
  5. Any bank service charges incurred by the District on food service deposits will be automatically deducted from lunch account balances

Outstanding (Stale Dated) Checks - Unclaimed Property Process

Checks that are outstanding, meaning they have not been cashed by the payee, afterthe period of time established by the banking institution for the validity period of the check shall be deemed to be a "stale" check. Any stale check shall be treated as unclaimed property consistent with the guidance provided by the Wisconsin Department of Revenue's (WI DOR) "Unclaimed Property Holder Report Guide" for locating the owner and/or remitting the unclaimed property to the WI DOR.
