9211- DISTRICT-SUPPORT ORGANIZATIONS

The Board appreciates the efforts of all organizations whose objectives are to enhance the educational experiences of District students, to help meet educational needs of students, and/or provide extra educational benefits not provided for, at the time, by the Board.

The Board recognizes that parent-teacher organizations and other school-related community organizations are channels through which school personnel, parents, and other citizens may discuss educational concerns, problems, and needs and work together toward solutions. The District Administrator is authorized to provide support and assistance as appropriate upon the request of such an organization.

The Board encourages parents and District staff to participate in such organizations.

Each volunteer organization that intends to work within the school setting may only do so in cooperation with the Principal and other staff members, including for such activities as fundraisers, meetings, and the like.

Affiliated Extra and Co-Curricular Non-School Groups

The Durand-Arkansaw School District allows parent and community groups to use its name, logo and facilities, when the interests of such groups align with the District's mission to educate and serve its students. Groups who affiliate with the District for these purposes derive certain benefits from that affiliation and may do so under the guidelines below.

The District Administrator or designee shall implement all relevant Board policies which ensure that each group's fund-raising activities are in compliance with Board policies and that the funds are used for school-related projects that have the approval of the District Administrator and the Principal.

Affiliated Groups

  1. To become affiliated, a group must fill out an application to remain on file in the District Office. Affiliation continues until there has been no activity for one year, after which a group must reapply for affiliation.

  2. All affiliated groups must have approval to conduct activities and fundraising.

  3. All affiliated groups must run all receipts through the District Special Revenue Trust Fund and abide by all applicable District policies.

  4. Affiliated groups will be designated as "extracurricular" if they are associated with athletics or other non-classroom activities and will deposit funds in the District Special Revenue Fund. Affiliated groups are encouraged to discuss with the principal, athletic director and coaches the specific goals that they have for doing fund raising activities.

  5. Affiliated groups will be designated as "co-curricular" if they are associated with classroom activities and will deposit funds in the District Special Revenue Trust Fund under the auspices of the class/grade/building with which they are associated. Decisions on expenditures shall be made by the advisor(s) under the auspices of the by-laws (if any) or standard operating procedures of the organizations and under the supervision of the building principal(s), following applicable District policies.

  6. The District retains control over all expenditures made from District Special Revenue Trust Fund. District activity account purchase orders will be used for all purchasing.

  8. All affiliated groups receive the following benefits from affiliation:

    2. First use of facility over non-affiliated groups.

    3. First assignation of concession or other fundraising opportunities associated with the District. These include but are not limited to concession stand use, school calendar, the sale of items bearing the District logo and name, and events from which profits are earned. Activities which already been established and are ongoing, whether run under the auspices of an affiliated group or a non-affiliated group, will continue to do so until the group decides to discontinue sponsoring that activity unless it is determined by the Board of Education that a change is warranted.

    4. Advertising in District newsletters, flyers, announcements, mailings, etc.

Non-affiliated Groups

Non-affiliated groups do not receive the above listed benefits but may be granted use of facilities under the following guidelines:

  1. Use facility if application is made in accordance with District policy and procedures. Such use may be dependent upon a rental fee to the District and/or may include custodial fees or, if warranted, a certificate of insurance coverage. These may be waived in the case of youth oriented activities as long as profits are used in accordance with District standards.

  2. Non-affiliated groups take on the sole responsibility for funds as well as responsibility for damages due to improper use and care of facility, and/or negligence. The District reserves the right to terminate any activity that is unsafe or is deemed not to be in the best interests of students or the District.

  3. Non-affiliated groups may not deposit funds into District accounts, may not use District purchase orders, or qualify for tax exempt status under the district tax status.

  4. Donation of funds or items may be made to the District or specific District programs. Non-affiliated groups may designate how donated funds may be spent as a condition of the donation. The District, by accepting a donation with a specific designation, agrees to expend the funds solely for the purpose specified. The District reserves the right to refuse any and all donations. All donated funds or items become property of the District and under its control.

District and WIAA policies will govern the use of expending all funds either raised by affiliated groups and/or donations from non- affiliated groups.
