TRANSPORTATION ENTITLEMENT

8600 - TRANSPORTATION ENTITLEMENT

All students in the Durand-Arkansaw School District are entitled to free transportation to and from the school they attend with the following exceptions:

  1. Students attending the schools within the District and residing within the city limits of Durand with the exception that city students may ride a bus from the high school to public and private schools within the school boundaries. In addition, students living near the extremities of the city limits and residing on an established bus route may ride to and from school with administration approval providing the addition of the students residing within the city does not overload the bus.

  2. Students who attend private or parochial schools will be transported to the nearest such school as outlined in 121.54(b)(2) of the Wisconsin Statutes.

  3. To aid the transportation time schedule, students will be asked to walk from their home to the nearest tax-supported "thru road" at which place they will be picked up and discharged. ("Thru road" is defined as a tax-supported roadway that does not end via a junction with private property.)

  4. Students will be required to walk to "thru roads" unless the distance is greater than 0.4 miles except in the case of K-2 level students who will be picked up if the distance is greater than 0.2 miles. Distances to "thru roads" is measured from the centerline of a thru road to an outside door from which the students exit to enter the bus. Measurements will be done by the Transportation Director and/or District Administrator using a school vehicle.

In cases where buses do travel non-thru tax-supported roadways and/or private driveways to pick up students, the roadway must be hard surfaced (crushed rock or asphalt) and an appropriate turnaround area must be present. The bus contractor and the transportation director will jointly make decisions regarding the meeting of these expectations.

  1. School District responsibility for the welfare of a transported student begins when the child boards the bus and ends when the student gets off the bus at the point where the student originally boarded or other place as approved.

  2. Exceptions to the required walking distances may be made in the following situations:

    1. Where a handicapped student as defined in Chapter 115 of Wisconsin Statutes is being transported.

    2. Where stopping the bus on a "thru road" to allow students to board or be discharged presents a distinct safety hazard because of limited visibility to vehicular traffic, etc.

    3. Where the direction of route travel is reversed and it is more expedient and/or safer to use a private driveway or non-thru roadway as a turnaround.

It shall be the sole authority of the District’s transportation supervisor to make decisions allowing these exceptions. The Transportation Supervisor may solicit input from the county highway commissioner, county traffic officer and other appropriate sources in making these decisions.

Surveillance on School Buses

The Board authorizes the District Administrator to install and operate video  and audio  surveillance on District buses to enhance student safety and well-being. 

Any agreement with a transportation contractor for the provision of transportation services for the District shall have language regarding the use of video  and audio surveillance on all school buses.

It is strongly recommended that the District provide notification to parents regarding video  and audio  on District buses.

District-Owned Vehicles Used for Transporting Students

All drivers of motor vehicles owned by the District and used for transportation of students shall be under written contract with the Board as required by 121.52, Wis. Stats.

All operators of motor vehicles owned by the District and used for transportation of students shall be subject to the provisions of 121.555, Wis. Stats.
