5451.02 - TECHNICAL EXCELLENCE HIGHER EDUCATION SCHOLARSHIPS
Wisconsin's Technical Excellence Higher Education Scholarship is a State-supported program, jointly administered by the Department of Public Instruction (DPI) and the Wisconsin Higher Education Aids Board (HEAB). The program offers scholarship recipients scholarships for post-high school education at eligible technical education institutions in Wisconsin.
Annually, by February 25th, the School Board will designate the senior from the high school with the highest levels of proficiency in technical education subjects as scholars eligible to receive a Technical Excellence Scholarship.
If the initial criteria outlined below fails to identify the recipients, the High School Scholarship Committee shall use the ranking criteria as established by this policy to recommend a student and alternate. The number of recipients will be statutorily determined based on high school enrollment.
Eligibility Qualifications
The following standards must be met to qualify for the Technical Excellence Scholarship. The student and alternates must:
be a resident of the United States who is either a U.S. Citizen or an alien lawfully admitted for permanent residence;
be a resident as defined in 36.27 Wis. Stats.;
have achieved senior status and have been in attendance for the last four(4) continuous full semesters prior to graduating from Durand High School;
The seventh semester for computing GPA could be the third semester of continuous enrollment for the recipient;
An eligible candidate must exhibit interest in and planning for a technical career as evidenced by, beginning on September 1, 2017, a student must have an academic and career plan leading to a technical career;
An eligible candidate must also meet at least one (1) of the following eligibility items:
Be a CTE (Career and Technical Education) Concentrator, defined as completing at least three (3) high school CTE courses in program area(s) in the student’s chosen pathway. The candidate can be enrolled in their third course at the time of their nomination. CTE courses are program areas of Agriculture and National Resources Education, Business and Information Technology Education, Family and Consumer Science Education, Health Science Education, Marketing Education, Health Science
Education, Marketing Education, or Technology and Engineering Education.Participated in a Youth Apprenticeship Program under the supervision of the Wisconsin Department of Workforce Development.
Participated in a Technical High School Diploma program as certified by the Wisconsin Department of Public Instruction.
Participated in a Career and Technical training pathway as defined by the Wisconsin Department of Public Instruction.
Participated in a Skills Standards Program offered by the Wisconsin Department of Public Instruction.
Completed or be on track to complete an industry-recognized certification program approved under Wis. Stats. 115.367(2).
Participated in a Career and Technical Student Organization (CTSO) in Wisconsin: DECA, FBLA, FCCLA, FFA, HOSA, or SkillsUSA.
Completed a technical training program for high school students if the program is offered by a UW System school, Wisconsin Technical College System school, a tribal college in Wisconsin, or a private nonprofit college or university located in Wisconsin.
Ranking of Eligible Candidates
Students will be ranked in technical education and the top-ranked students will be nominated for the scholarship. The Board will use the following system to rank students for the purpose of nominating students for the scholarship:
One (1) point is given to a student for each credit earned in high school in CTE courses.
For the purpose of assigning a ranking among eligible candidates, credit hours in process at the time of nomination should be counted toward the number of credits the student has earned.
If students are tied on points, students with equal points will be ranked on their GPA in CTE courses. This will be the first tie-breaker.
The second tie-breaker will be the highest total number of technical college credits earned or in progress during the current semester while the student has been in high school.
The third tie-breaker will be the ACT sub-score of the student's choosing on the ACT shall be designated as the recipient or alternate. A student may select English, mathematics, reading, or science to determine the highest sub-score. The next tiebreaker will be the second, third, and fourth highest sub-scores in that order.
The fourth tiebreaker is the student with the highest cumulative high school grade point average.
In the event, any remaining tie has not been broken after the first four (4) tiebreakers, the scholarship recipient or alternate will be determined by a draw from a new deck of cards. Consecutive draws will be conducted until a winner is declared. The person whose last name is first alphabetically will draw first. The District Administrator will supervise the drawing of the cards. Parents/guardians of the students tied for the Technical Excellence Scholarship will be invited to attend the card draw.
Other Information
In the event a student qualifies for both the Academic Excellence and Technical Excellence scholarships, the student shall identify which award they intend to accept.
The school recipients and alternates are final.
The recipient and alternates’ GPA’s shall include the same number of places past the decimal that the high school normally uses on the official high school transcript.
Students participating in the full-time public school open enrollment program shall compete for the scholarship at the high school they actually attend.
