7101 - BUILDING PERMITS AND THE CODE ENFORCEMENT OFFICE

Pursuant to the 2001 Florida Building Code, the Board requires that the District establish a Code Enforcement Office. Upon the recommendation of the Superintendent, the Board authorizes the employment of a Building Code Administrator (BCA).

It shall be the responsibility of the Code Enforcement Office to review approved project plans for code compliance, ascertain that permits have been issued, and inspect the work completed. Two (2) types of permits will be issued: annual facility maintenance permits and building permits.

  1. Annual Facility Maintenance Permits:

    Each school or facility will be issued an Annual Facility Maintenance Permit to facilitate routine maintenance, emergency repairs, building refurbishment, and minor renovations of systems or equipment. Qualifiers for this type of permit will be the Operation and Maintenance Director and/or his/her designee. Permits will be issued in their names, and shall include work under day-labor contracts not exceeding the amount as specified in F.S. 1013.45(e) for construction, renovation, remodeling, or maintenance of existing facilities. The Code Enforcement Office will enforce the requirements of Statutes, the Florida Building Code, and the Florida Fire Prevention Code for projects under the Annual Facility Maintenance Permits. The person to whom an Annual Facility Maintenance Permit is issued shall maintain a detailed log of alterations and associated inspections. The inspection log shall be submitted annually to the BCA. The BCA retains the right to make inspections at the facility site(s) as he or she considers necessary. All non-code compliance items shall be brought into compliance upon notification by the BCA. If a pattern of code violations is observed, the BCA may withhold the issuance of future Annual Facility Maintenance Permits. An Annual Facility Maintenance Permit is valid for one (1) year, as outlined in F.S. 553.80.6(d).

  2. Building Permits:

    Building Permits are required for new construction, additions, remodeling, renovations, site work, structural modifications, moving, demolishing, or changing the occupancy of a building or the erecting, installing, enlarging, altering, repairing, removing, converting, or replacing of any mechanical, electrical, plumbing, gas, or roofing system, the installation of which is regulated by statute/code, or to cause any such work to be done. District project managers and/or their contractors shall submit application for permits to the Code Enforcement Office, and shall have Phase III documents reviewed as required by F.S. 1013.38. Upon review by the BCA, and the documents for the work deemed satisfactory, a permit shall be issued and the subsequent work shall be inspected. When the work is deemed complete, the BCA will issue a Certificate of Occupancy.

  3. Design Services:

    The Board or volunteer service organization which under takes any project that includes new construction, addition, remodeling, and/or structural modifications shall have plans and specifications prepared by a licensed design professional as outlined in F.S. 1013.45(4), Chapter 471, and Chapter 481.

    Board approved projects will be governed by the standard District contracts. Volunteer project sponsor(s) shall submit a standard partnership agreement for project approval prior to commencement of work.

  4. Contractors:

    All construction on Board-owned property including volunteer or service organization projects, shall be performed by state-certified or licensed general contractors and subcontractors, or locally registered subcontractors where their registration is valid, as required by State Requirements for Education Facilities (SREF) Chapter 4, Section 4.2 and F.S. Chapter 489.
