5440 - STUDENT PROGRESS THROUGH MASTERY LEARNING
The Board recognizes that circumstances beyond the control of individuals and/or the District could prevent students in any grade from meeting the State requirement of 180 days of instruction, and/or students in grades 9-12 from meeting the State requirement of 135 hours of instruction per credit.
To the extent permitted by the Emergency Management Act and pursuant to an executive order issued by the Governor's office under the authority provided by said act, the Board hereby delegates to the Superintendent the responsibility to determine whether or not such circumstances pertain to the District. In such matters the Superintendent's decision shall be final.
The Board further recognizes, however, that, despite such circumstances, it is the responsibility of the District to provide an instructional program the enables the students to acquire the knowledge and skills presented in the curriculum of this District.
If the Superintendent determines that such circumstances pertain to the District, it shall be the policy of the Board that students through grade eight (8) shall be provided the opportunity to earn promotion to the next grade by demonstrating mastery of established performance standards for their grade level, and students in grades nine (9) through twelve (12) shall be provided the opportunity to earn credit for each course in which they are enrolled by demonstrating mastery of established performance standards.
The Superintendent shall establish the procedures necessary to implement this policy.
