3120B - NONDEGREED FULL-TIME & PART-TIME CAREER AND TECHNICAL INSTRUCTIONAL PERSONNEL EMPLOYMENT AND CERTIFICATION PROCEDURES

  1. Nondegreed Full-Time & Part-Time Career and Technical Instructional Personnel Job Title
     
    1. The School Board of Brevard County, Florida, (“Board”) defines nondegreed, full-time and part-time Career and Technical instructional personnel as those staff members whose qualifications are established on the basis of occupational expertise in areas of, business/finance, health occupations, family and consumer sciences, engineering and technology education, skilled trades, and public service education; and who are assigned to teach only Career and Technical and/or other courses when the Course Code Directory specifies nondegreed vocational instructors as appropriate.
    2. The Board authorizes the employment of District-certified personnel to teach full-time and part-time in Career and Technical programs to comply with F.S. 1012.39 (1)(c).
  2. Classification
     
    1. Instructional Personnel
  3. Basic Qualifications/Initial Certification
     
    1. The Superintendent or designee shall ensure that each candidate for employment in a nondegreed, full-time or part-time Career and Technical instructional position meets minimum requirements for employment and certification and shall maintain records of such information in the candidate’s official personnel file.
    2. To be eligible for appointment to a full-time or part-time instructional position in a nondegreed Career and Technical program in the District, the applicant must meet the following requirements:
       
      1. Age: Meet the age requirement which has been established for other full-time and part-time instructional personnel.
      2. Health: Meet the health requirements which have been established for other full-time and part-time instructional personnel.
      3. Pre-employment drug screening: Board Policy 3120 requires pre-employment drug and alcohol testing for applicants prior to being awarded employment. The prospective employee refers to a person who has applied for a position with the District and has been offered employment conditioned upon successfully passing the drug test. The prospective employee is responsible for the drug testing fee.
      4. Fingerprinting: Submit fingerprints in the same manner as required for noninstructional personnel by F.S. 1012.32. 
      5. Pre-employment assessment: Demonstration of basic skills competency at appropriate grade levels as determined by the District.
      6. District Certificate: The candidate for employment in a nondegreed full-time or part-time Career and Technical instructional position must qualify for an initial full-time or part-time temporary certificate which covers the occupational field to be taught. The Florida State Course Code Directory shall be used to determine the appropriate certification for the teaching assignment.
         
        1. To qualify for the District initial Temporary Full-Time or Part-Time Career and Technical Certificate, the candidate must: 
           
          1. Complete the application for a District certificate and submit the required processing fee.
          2. Document Occupational Expertise: Hold at least a high school diploma or the equivalent based on general education development tests or other achievement tests approved by the State Board which establishes the equivalency for high school diploma, and establishes the minimum competency in the area of assignment based on the following criteria. Occupational expertise shall be established in the area of assignment by one (1) of the plans specified below: 
             
            1. Plan One: At least three (3) years of full-time occupational experience or the equivalent in part-time experience in the occupational field of the teaching assignment; or
            2. Plan Two: A minimum of one (1) years of full-time occupational experience or the equivalent in part-time experience in the occupational field of the teaching assignment in combination with one (1) of the options listed below: 
               
              1. Thirty-six (36) semester hours of college credit. The college credit must have been earned at an accredited institution as specified in Rule F.A.C. 6A-4.003, in skills or theory courses related to the instructional assignment; or
              2. Successful completion of a program of training. The training program must be specific to the area of assignment and completed at a postsecondary Career and Technical or technical institution approved by the State Board for Career and Technical Education in the State where the institution is located; or
              3. A certificate of completion of an apprenticeship as established by the United States Department of Labor, the Florida Department of Labor, or any State apprenticeship department which is specific to the area of assignment; or 
              4. Thirty (30) semester hours of college credit. The college credit must have been earned by occupational competency tests (NOCTI Tests – National Occupational Competency Testing Institute) in the area of assignment at an institution which is approved by the State Board for Career and Technical Education in the State where the institution is located; or 
              5. A written verification of the candidate’s occupational competency. The verification of occupational competency shall be signed by the District's Director of Career and Technical Education and the chairman of the occupational advisory committee specific to the area of assignment. The verification shall include a list of all current members of the advisory committee and verification that the candidate was endorsed by a majority of the membership; or
            3. Plan Three: A minimum of a bachelor’s degree or higher degree in the occupational field of the teaching assignment.  The degree must have been completed at an accredited institution as specified in F.A.C. 6A-4.003, with an undergraduate degree major related to the instructional assignment; or 
            4. Plan Four: If none of the above applies, please refer to the document published by the Department of Education with available CTE in-District certification areas. This document should be followed for determining the years of experience and additional license (if any) required for the certification sought. (Example: Registered Nurse certification requires two (2) years of full-time experience as a registered nurse along with a valid Florida Registered Nurse’s license.
        2. Other requirements shall be:
           
          1. Occupational experience shall be gained as a wage earner after age sixteen (16).
          2. The occupational experience shall be verified by former employers; or for self-employment, experience in a family-owned business, or experience in a firm no longer in business, the experience shall be verified by an individual knowledgeable of the applicant’s service. Employment verification shall not be accepted from the applicant or family members. The verification shall be provided on business stationery when available and must specify the dates of employment, job title(s), and full-time or part-time employment When employment was part-time, the number of hours worked per week shall be included. 
          3. When occupational credentialing is required for program approval or for students to obtain an appropriate level of employment, the applicant shall be required to present a certificate of completion of apprenticeship as established by the United States Department of Labor, the Florida Department of Labor, or any State apprenticeship department which is specific to the area of assignment.
          4. Recency of experience or training shall be required in the occupational field of the teaching assignment as follows: 
             
            1. At least six (6) weeks of occupational experience gained within the five (5) year period immediately preceding the date of application for certification; or
            2. At least three (3) semester hours of college credit earned within the five (5) year period immediately preceding the date of application for certification. The college credit shall be earned at an accredited institution as specified in F.A.C. 6A-4.003, and shall be completed in the skills or theory courses related to the area of assignment; or 
            3. Thirty (30) semester hours of college credit within the five (5) year period immediately preceding the date of application for certification. The college credit must have been earned by occupational competency test (NOCTI Tests – National Occupational Competency Testing Institute) in the area of assignment at an institution which is approved by the State Board for Career and Technical Education in the State where the institution is located; or 
            4. One (1) year of successful teaching experience in the program area of assignment during the five (5) year period immediately preceding the date of application for certification.
          5. A valid certificate, registration, or license which was issued by a recognized State or national credentialing agency in an area specific to the area of assignment, when such credential is required for certification. 
          6. Documentation of industry certification when state or national industry certifications are available and applicable in addition to the other qualifications established in statute for such teachers. F.S. 1012.39(1)(c)(2)(f). The Director of Career and Technical Education will establish and maintain a list of industry certifications required for nondegreed candidates employed in CTE programs requiring District Professional Career and Technical Certifications. 
        3. The initial District Temporary Career and Technical Certificate will be issued after a candidate qualifies based on the criteria established in Sections A., B., C., D., and E. above, is recommended for a full-time or part-time, nondegreed, Career and Technical instructional position, and receives fingerprint clearance.
        4. The CTE Temporary Certification will be a five-year nonrenewable temporary certificate.
  4. Initial Employment
     
    1. Application and Selection Procedures:
       
      1. The application, selection, and employment paperwork procedures for nondegreed, full-time and part-time Career and Technical teachers shall be the same as the procedures for other instructional personnel in accordance with Board policy. However, an application for a Florida teaching certificate is not required.
    2. Terms of Initial Employment:
       
      1. Contracts shall be issued to nondegreed full-time and part-time Career and Technical instructional personnel for the first year of employment in accordance with Board policy for first year State certified instructional personnel upon receipt of all required documents as specified in the Basic Qualifications/Initial Certification section of this document. 
    3. Career and Technical Professional Orientation Program:
       
      1. An in-service component approved by the Director of Career and Technical Education must be successfully completed by nondegreed Career and Technical instructional personnel within the first year of employment effective with the 1991-92 school year.
      2. This in-service component will cover the following elements:
         
        1. competency-based Career and Technical education
        2. use of curriculum frameworks
        3. lesson planning
        4. safety procedures
        5. laboratory and classroom organization and management
        6. Career and Technical student organizations
        7. advisory committees
        8. professional organizations
  5. Continued Employment
     
    1. Annual contracts shall be issued to nondegreed full-time and part-time Career and Technical instructional personnel for the subsequent years of employment in accordance with Board policy. The requirements for his/her full time District Professional Career and Technical Certificate are specified below.
       
      1. Certification Application Procedure: The teacher must complete the application for a District certificate and submit the required processing fee. 
      2. Complete Career and Technical Professional Preparation by Plan 1, Plan 2 or Plan 3 listed below:
         
        1. Plan 1: Three (3) years of successful teaching in the area for which occupational expertise was established, and completion of twelve (12) semester hours of college credit in Career and Technical education to include the areas specified below: 
           
          1. General methods of teaching Career and Technical education which includes testing and evaluation. 
          2. Methods of teaching business/finance, health occupations, family and consumer sciences, engineering and technology education, skilled trades, or public service education. The methods course shall be specific to the area of the teaching assignment to include course construction, lesson planning, and management and safety procedures for the Career and Technical classroom and laboratory.
             
            1. This course requirement can be met by attending an in-service component(s) approved by the Director of Career and Technical Education. 
          3. Career and Technical education designed for the special needs student.
          4. Principles and philosophy of Career and Technical education.
             
            1. This course requirement can be met by attending an in-service component (s) approved by the Director of Career and Technical Education.
          5. Complete the Brevard Public School Induction Program.
        2. Plan 2: Hold a valid State-issued professional certificate with a degreed Career and Technical coverage, i.e., agriculture, business education, home economics, industrial arts or marketing and document the necessary occupational expertise described in the Basic Qualifications/Initial Certification section of this policy and three (3) years of teaching experience in the area of the degreed Career and Technical coverage. The occupational experience must be in a field directly relating to the degreed Career and Technical coverage reflected on the State-issued professional certificate.
        3. Plan 3: Hold a valid State-issued professional certificate and pass the industry certification(s) required for the specific Career and Technical Education program area.
        4. Plan 4: Part-time Career and Technical Education Adult Education teachers are not required to complete professional preparation training outlined in Parts 1, 2, or 3.
  6. Renewal of Full-Time and Part-Time Professional Career and Technical District Certificate:
     
    1. Certification Application Procedure: The teacher must complete an application for a District certificate and submit the required processing fee.
    2. Credit required for renewal: The teacher must complete at least six (6) semester hours or the equivalent which shall include (3) semester hours or the equivalent to each area of the teaching assignment(s) during the validity period of the certificate to be renewed. Sixty (60) in-service points approved in the District Master In-service Plan shall be equivalent to three (3) semester hours of credit.
    3. Demonstration of successful instructional performance on an instructional performance evaluation system that has been approved for use by the State Department of Education. 
    4. Should it be necessary for the Board to choose from among District certified and State certified teachers, the District certified teacher shall have the same rights and privileges as the State certified teacher.
  7. Salary and Benefits
     
    1. Nondegreed, full-time Career and Technical teachers shall be eligible for the same salary and salary increases as State certified teachers with corresponding contractual status.  Levels of training for nondegreed, full-time Career and Technical instructional personnel shall be comparable to levels of training and shall be accorded the same rights and protection of the laws for State certified instructional personnel for purposes of the salary schedule as described below:
    2. Occupational expertise which established eligibility for employment shall be considered equivalent to a bachelor’s degree level of training for the purpose of the salary schedule. Occupational experience used to qualify and issue the initial District certificate cannot be used for salary purposes.
    3. Occupational expertise which establishes eligibility for employment in combination with thirty-six (36) semester hours completed through a planned advanced Career and Technical program after professional education requirements have been completed for the professional service contract shall be considered equivalent to a master’s degree level of training for the purposes of the salary schedule. The advanced Career and Technical program shall be completed at an accredited institution in a program designed for the applicant by an official at the institution and shall include a minimum of twelve (12) semester hours in professional Career and Technical education courses and a minimum of twelve (12) semester hours in general education or non-Career and Technical professional courses to be approved by the Superintendent or designee. 
    4. Benefits:  The nondegreed, full-time Career and Technical teacher shall be a member of the bargaining unit and shall be accorded the same rights and protection of the laws as State certified teachers.
    5. Part-time Career and Technical teachers (Adult Education) will be paid hourly based off the non-Bargaining salary placement schedule, other non-bargained positions.
