3120A - NONCERTIFICATED INSTRUCTIONAL PERSONNEL EMPLOYMENT PROCEDURES
Job Title: Noncertificated instructional personnel
The Board defines noncertificated instructional personnel as those staff members who hold a Bachelor’s or higher degree and possess expert skill in or knowledge of a particular subject or talent, but do not hold a Florida teaching certificate.
The Board authorizes the employment of noncertificated instructional personnel to teach in critical teacher shortage areas as defined by the Board.
Classification: Instructional Personnel
Basic Qualifications
The Superintendent or designee is hereby authorized to select and recommend noncertificated instructional personnel for appointment, pursuant to State Board of Education Rule F.A.C. 6A-1.0502, when special services are needed to deliver instruction. For the purpose of this Board procedure, noncertificated instructional personnel do not include nondegreed vocational and adult education teachers who are required to satisfy requirements in Board Policy 3120 – Employment of Instructional Staff.
The Superintendent or designee shall ensure that each candidate for employment in a noncertificated instructional position meets minimum requirements for employment and shall maintain records of such information in the candidate’s personnel file. The District office shall have on file a job description for each noncertificated instructional personnel position.
To be eligible for appointment to a noncertificated instructional position in the District, the applicant must meet the following requirements:
Age: Meet the age requirement which has been established for certificated instructional personnel.
Health: Meet the health requirements which have been established for certificated instructional personnel.
Fingerprinting: Submit fingerprints in the same manner as required for noninstructional personnel by F.S. 1012.32.
Pre-employment assessment shall include:
Detailed and verified documentation attesting to the applicant’s expertise in the area of assignment.
Official transcripts reflecting a Bachelor’s or higher degree.
Written verification of the applicant’s skills and knowledge for instructing in the area of assignment. The written verification shall be signed by the director of the appropriate instructional area and the chairman of the advisory committee specific to the area of assignment. The verification shall include a list of all members of the advisory committee and verification that the candidate was endorsed by a majority of the membership. The advisory committee shall verify that the applicant has a clear understanding of rules and policies relevant to the instructional responsibilities.
Employment
Application Procedures:
The application and employment paperwork procedures for noncertificated instructional teachers shall be the same as the procedures for certificated instructional personnel in accordance with Board policy.
Terms of Employment:
Noncertificated personnel shall not be entitled to a contract as prescribed by Rule F.A.C. 6A-1.064(1).
Teaching Assignment:
Noncertificated instructional personnel shall perform only assigned teaching duties. They shall be eligible for employment as long as the program need exists. Noncertificated instructional personnel who do not perform their assigned duties shall be suspended immediately from duty and further action shall be recommended by the Superintendent.
Salary and Benefits:
The salary and benefits of noncertificated instructional personnel shall be the same as those for certificated full-time personnel. Verification of successful employment in the field of occupational expertise, which established eligibility for employment, will be taken into consideration for placement on the salary schedule.
Evaluation:
Each noncertificated employee’s performance shall be assessed against their specifically assigned duties. The principal recommending the appointment of these personnel shall monitor performance and provide a written evaluation at least once each school term using the teacher evaluation form.
Licensure:
If licensure or registration in the specialty is required, it shall be the sole responsibility of the employee to submit a copy of the appropriate valid license/registration to the District office. It shall be the responsibility of the employee to maintain a current license or registration and to provide the District office with a copy of the valid license or registration when renewed.
Brevard County Induction:
The employee shall complete the Brevard County Induction.
Protection:
Noncertificated personnel who are employed and render services under this Board procedure shall have the same rights and protection of laws as certificated teachers.
