2431 - INTERSCHOLASTIC ATHLETICS PROCEDURES
To maintain an effective program of interscholastic activities, the following responsibilities will be fulfilled by the appropriate people:
- The Senior High School Principal shall:
- be held ultimately responsible in all matters pertaining to interscholastic activities;
- fulfill all duties and responsibilities as they pertain to interscholastic athletics as prescribed by the Florida High School Athletic Association (FHSAA) and the Board;
- oversee all ticket sales and the handling of ticket revenue;
- prepare financial reports of all revenues and expenditures for all athletic contest;
- keep a record available at all times regarding the latest up-to-date information on the eligibility of the current season sports' squads, including cheerleaders and team managers;
- handle matters pertaining to insurance and processing of medical claims at the high school.
- The Senior High School Athletic Director:
- must be a certified Board employee;
- direct and coordinate all interscholastic activities and be directly responsible to the principal;
- approve all athletic contests with the principal before they are contracted;
- prepare the athletic budget for the school and present it to the principal;
- ascertain that all rules and regulations of the FHSAA are upheld and enforced;
- strive to promote good public relations with the general public, news media, opponents' schools, civic organizations, and booster clubs;
- secure, when possible, a team physician for athletic activities;
- arrange for the transportation of all school athletic teams;
- check the readiness of all facilities for teams and spectators prior to game time;
- coordinate the planning of appropriate athletic events and clear them with the principal;
- prepare all game contracts, specifying the date, time, and location;
- co-sign with the principal all contracts and keep them on file at the school;
- employ and pay all contest officials and personnel involved in operating the contest;
- oversee the issue of all passes and complimentary tickets;
- regulate the use of the press box and the public address system;
- organize with the head coach the flag-raising ceremony and the playing of the National Anthem;
- reconfirm in a timely manner the athletic contest with the visiting school and game officials;
- keep schedules available for the athletic trainer;
- make arrangements for emergency medical care;
- be responsible for regulations concerning visiting scouts;
- arrange for the ordering and the presentation of letters and other athletic awards;
- handle all matters pertaining to radio/media broadcasts;
- ensure that the appropriate number of school personnel is on board the student athlete buses;
- verify all athletes have the mandated forms on file for athletic eligibility, including the ECG Consent/Opt-Out Form.
- The Head Coachshall:
- be a certified teacher or have received the athletic coaching endorsement from the State of Florida;
- be responsible for all matters relating to the organization and administration of the assigned team;
- enforce all rules of the FHSAA related to assigned sport;
- assign duties to equipment managers and assistant coaches;
- plan all practice sessions;
- prepare public information releases regarding their assigned sport;
- assist in planning special athletic events;
- maintain an accurate and current squad roster and submit copies to the athletic director;
- verify that no candidate is issued equipment or allowed to practice until a Parent/Player Form and Pre-participation Physical Evaluation Form is complete;
- assign at least one (1) coach to be with the squad at all times; this includes locker room supervision until all squad members have left the building;
A spot check should then be made to see that all windows, doors, and gates are locked in any area that has been used. - prepare a detailed equipment and supply request and submit it to the Athletic Director;
- arrange for the presentation of team awards through the Athletic Director;
- recommend teams that may be scheduled and officials to be employed;
- enforce rules and regulations concerning the conditioning of players and their health and safety;
- report injuries to the principal. Coaches should exercise great care in dealing with all injuries and particularly those that are of a serious nature. In all cases, that coach should assure that the injured athlete is receiving competent medical care. Following injuries of a serious or prolonged nature, the coach should secure the signed approval of the doctor and parent/legal guardian before the athlete is allowed to participate again in athletic activities.
- The Assistant Coach(includes varsity assistants, reserve, freshman, and middle school coaches) shall:
- be a certified teacher or have received the athletic coaching endorsement from the State of Florida;
- support the head coach in the conduct of their assigned sport and the total athletic program;
- fulfill all responsibilities assigned by the head coach;
- be prepared to assume the responsibility of the head coach, if and when necessary.
