2210B - COMPREHENSIVE EVIDENCE-BASED READING PLAN
- CERP
- The District is required to implement a system of comprehensive reading instruction for students enrolled in prekindergarten through grade 12 and certain students who exhibit a substantial deficiency in early literacy. The reading instructional program will be described in a Comprehensive Evidence-Based Reading Plan (CERP) outlines the components of the District's comprehensive system of reading instruction.
- The CERP will be developed by the working committee and employees specified in AP 2210A - Curriculum Development.
- Components of the CERP
- The CERP will include all required components as described in sub-sections (3) through (8) of F.A.C. 6A-6.053.
- Components of the plan may include:
- additional time per day of evidence-based intensive reading instruction for kindergarten through grade 12 students, which may be delivered during or outside of the regular school day;
- highly qualified reading coaches, who must be endorsed in reading, to support classroom teachers in making instructional decisions based on progress monitoring data;
- professional development to help instructional employees and certified prekindergarten teachers earn a certification, a credential, an endorsement or an advanced degree in scientifically researched and evidence-based reading instruction;
- summer reading camps, using only classroom teachers or other employees who are certified or endorsed in reading, for all students in kindergarten through grade 5 exhibiting a reading deficiency as determined by District and state assessments;
- intensive reading interventions, which must be delivered by instructional employees who possess a micro-credential as defined in F.S. 1003.485 or are certified or endorsed in reading as provided in F.S. 1012.586 and must incorporate evidence-based strategies identified by the Just Read, Florida! office pursuant to F.S. 1001.215;
Instructional employees who possess a micro-credential as defined in F.S. 1003.485 and are delivering intensive reading interventions must be supervised by an individual certified or endorsed in reading. For purposes of this subparagraph, the term "supervised" means that instructional employees with a micro-credential are able, through telecommunication or in person, to communicate and consult with, and receive direction from, certified or endorsed employees. Incentives for instructional employees and certified prekindergarten teachers funded in the FEFP who possess a reading certification or endorsement as specified in F.S. 1012.586 or micro-credential and provide educational support to improve student literacy. - tutoring in reading; and
- a description of how the District prioritizes the assignment of highly effective teachers, as identified in F.S. 1012.34, from kindergarten to grade 2.
- The CERP will also include the anticipated school year expenditures for each plan component.
- CERP Approval by the Board and Submission to the Florida Department of Education and Annual Evaluation of Implementation
- The CERP will be submitted for Board approval annually. After Board approval, the plan (including an approved reading instruction plan for each charter school in the District, unless a charter school elects to submit a plan independently from the District) will be submitted to the Florida Department of Education and Just Read, Florida! via e-mail at JustRead@fldoe.org by August 1st each year.
- The District will annually evaluate the implementation of its CERP on the State-approved form after conducting a root-cause analysis of student performance data to evaluate the effectiveness of interventions. The State-approved form shall be submitted as required by the Florida Department of Education to Just Read, Florida! via e-mail at JustRead@fldoe.org by June 15th of each year.
